Mix about 1/3 ammonia to 2/3 water in a spray bottle. Now simply spray where you don't want the cats to be. Cats just can't stand the ammonia. Edges of gardens, kids sandboxes or play areas etc. it's not going to hurt your kids or your pets if you wait a little while for the overwhelming initial smell to dissipate. Having someone in the home allergic to cats, it's important to keep those strays away from my home.
